This is indeed true even now. Gated Communities are not recognized, whenever a project is approved by the planning authority example: BDA, BMRDA etc. its necessary that Roads & Civic Amenity sites are handed over by the developer to the authorities. The roads and CA sites can be thrown open to public at any time, though this doesn’t happen too often but this is true for all approved projects. The probability that this will happen is much lower if the neighborhood is already developed and the roads in your layout hit dead ends.
