Signature Tulips

Hi,

i am planning to buy a plot in signature tulips.

buyers told us tht 230plots (BMRDA Approved) got sold out and the remaing are in the process to get BMRDA approval.

can i pay them a booking advance for the unapproved plot.

can any one please advice.
