Query regarding NOC & Common area in high floor building

I am looking to purchase a house above 4th floor, in a Bangalore based project. Will be good to purchase house based on following conditions?
- What all NOC should developer has?
- AAI NOC is expired 5 years back, but building is in under construction for 1 more year. In NOC it is mentioned to get fresh NOC for expired one.
- They have only AAI NOC. There is not HAL NOC. AAI NOC & HAL NOC are same? Is it fine to have only one of this NOC?
- In agreement draft, Developer has kept exclusive rights in land of stores&ATM, common garden attached to ground flr apartments & common terrace area. He can sell in future without any objection. Are these standard points? Ownership of those areas should be towards Owners Association! Otherwise it affect mentioned UDS!
Please guide me and let me know if it is fine to proceed in such situation.
